Here are the Terms and conditions of The Family Hope Program (PKH) 2021 Recipient

Through the PKH program, the government guarantees the basic health needs of pregnant women and children aged 0-6 years.

This year, the Ministry of Social Affairs will re-distribute BLT (a cash transfer program) through the family hope program (PKH), where every low-income family will get the assistance of Rp900.000 to Rp3 million per year. In this year’s program, pregnant women, babies, and toddlers will also receive aid.

BLT aims to help Indonesian families, especially pregnant women, babies, and toddlers. This program also seeks to overcome the impact of the Covid-19 pandemic and to drive the national economy. This social aids program (Bansos) is in the Decree of the Director-General of Protection and Social Security number 02/3/BS.02.01/01/2020 on Index and Social Assistance Balance Factor of The Family Hope Program 2020.

This program aims to meet the basic health needs of pregnant women and children aged 0-6 years and to prevent stunting at an early age. In 2021, the government will disburse BLT through PKH program to 10 million beneficiary families for one year in four periods: January, April, July, and October.

The BLT distribution will be through state-owned bank associations (Himbara), namely BNI, BRI, Mandiri, and BTN. The government will also limit the aid to a maximum of four people in one family. Families that will receive BLT are the ones who have pregnant women, babies, toddlers, the elderly, and people with disabilities (health component). Also, families who have elementary to high school-age children (educational component).

Director of Family Social Security of the Ministry of Social Affairs Rachmat Koesnadi mentioned two conditions for receiving BLT through the PKH program. First, registered in the integrated social welfare data (DTKS), and second, recipients meet all the requirements as PKH participants. Below are the details regarding the BLT PKH:

 

Health Components:

- pregnant women or women who have just given birth are eligible for Rp3 million assistance per year;

- toddlers are eligible for Rp3 million assistance per year

 

Educational components:

- Children aged 6-21 years who have not completed their compulsory study;

- Elementary school children/equivalent are eligible for Rp900.000 assistance per year;

- Junior high school children/equivalent are eligible for Rp1.5 million assistance per year;

- High school children/equivalent are eligible for Rp2 million assistance per year

 

Meanwhile, people with severe disabilities and the elderly are also eligible for Rp2.4 million assistance per year.

Assistance limits:

However, the Ministry of Social Affairs will limit PKH assistance if one family has pregnant women, students, the elderly, or people with disabilities. PKH social aid is limited to a maximum of four people in one family. These limitations are in the Decree of the Director of Family Social Security on the Social Assistance Index. Below is the detail of the assistance limitations:

-  pregnant women or women who have just given birth are limited to a maximum of a second pregnancy;

-  maximum of two babies or toddlers;

-  maximum of 1 elementary school-age children/equivalent;

-  maximum of 1 junior high school-age children/equivalent;

-  maximum of 1 high school-age children/equivalent;

-  maximum of 1 senior citizen within the age of 70 years or above;

-  maximum of 1 person with severe disabilities;

-  if one family has many children with different age categories, babies and toddlers will be prioritized

 

Registration flow:

Per the decree set by the Ministry of Social Affairs, people who have met the requirements and criteria of BLT PKH recipients are welcome to register by following the registration stages as follows:

-              Residents (low-income families) register to the local or urban village by bringing KTP and KK

-              This registration will then be discussed in deliberations at the village/urban village level to determine whether the residents who are listed in the DTKS are qualified based on initial identification (pre-list) or through new proposals.

-              furthermore, this deliberation will produce a record of the event which then will be signed by the village head /urban village head (lurah) and other village officers, to then become the final pre-list.

-              This final pre-list will then be used by social services to verify and validate the data within DTKS complete instruments through household visits.

-              Data that has been verified and validated will then be recorded offline by village/sub-district operators into the social welfare information system (SIKS) application and then exported in the form of a SIKS extension file.

-              The file will then be sent to social services who will import the data into the online SIKS application.

-              The results of this verification and validation will be reported to the regent/mayor.

-              The Regent/mayor will then submit the results of verification and validation of the data that has been validated to the governor and then to be forwarded to the minister.

-              Submission to the minister is done by importing the data of verification and validation results to SIKS-NG and uploading the letter of ratification of the regent/mayor and the village meeting report

-              PKH recipient data can be seen on https://dtks.kemensos.go.id/ by entering the beneficiary's NIK
