Licensing to Build Business Through OSS

Electronic Integrated Business Licensing or Online Single Submission (OSS) is Business Licensing issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to Business Executors through integrated electronic systems.

OSS is used in managing business licenses by business actors with the following characteristics: Business entities and individuals; Micro, small, medium and large businesses; Individual businesses/business entities both new and established before the operationalization of the OSS. Businesses with capital originating entirely from within the country, or there is a composition of foreign capital.

Benefits of using OSS

  1. Facilitate the management of various permits, both the prerequisites for doing business (permits related to location, environment and buildings), business licenses, as well as operational permits for business operations at the central or regional level with the mechanism of fulfilling the license requirements commitments
  2. Facilitating businesses to connect with all stakeholders and obtain permits safely, quickly and in real time
  3. Facilitating businesses in reporting and solving licensing problems in one place
  4. Facilitating business people to store permit data in one business identity (NIB)

Prerequisites before accessing the OSS

  1. Having NIK and inputting it in the process of creating user-ID. Especially for business actors in the form of business entities, the required Population Identification Number (NIK) is Responsible for Business Entities NIK.
  2. Business entities in the form of PT business entities, business entities established by foundations, cooperatives, CVs, firms, and civil partnerships complete the process of authorizing business entities in the Ministry of Law and Human Rights through AHU Online, before accessing the OSS.
  3. Business actors in the form of business entities, regulations, other legal entities owned by the state, public service bodies or broadcasting institutions prepare the legal basis for the establishment of business entities.

Procedure for Using OSS

  1. Create a user-ID
  2. Log-in to the OSS system using user-ID
  3. Fill in the data to obtain the Business Registration Number (NIB)
  4. For new businesses: carry out a process to obtain a basic permit, business license and/or commercial or operational permit, along with its commitment. For businesses that have been established: continue the process of obtaining a new business permit (business and/or commercial permit) that is not yet owned, extend existing business licenses, develop business, change and/or update company data.

Making and Activating an OSS Account

Business Entity: register in the OSS system by entering the Population Registration Number (NIK) of the Person in Charge of the Business Entity or the Managing Director and some other information on the available Registration Form. The OSS system will send 2 (two) emails to the Business Entity to register and verify the OSS account. The verification email contains a temporary user-ID and password that can be used to log-in the OSS system.

Individual: Individual business actors access the OSS by inputting the Population Identity Number (NIK) and some other information on the available Registration Form. The OSS system will send 2 (two) emails to individual businesspersons to register and verify OSS accounts. The verification email contains a temporary user-ID and password that can be used to log-in the OSS system.

Obtain NIB and Other Registration Documents

The Entrepreneurial Number (NIB) is the identity of the Business Actor issued by the OSS Institution after the Business Actor registers. NIB must be owned by business people who want to manage business licenses through OSS, both new businesses and businesses that have been established before the operationalization of the OSS.

NIB also applies as:

  • Company Registration Certificate (TDP)
  • Import Identification Number (API), if the business actor will carry out import activities
  • Customs access, if the business actor will carry out export and/or import activities

Business actors can obtain Other Registration documents during NIB registration, namely:

  • Agency or individual NPWP, if the business actor does not yet have any.
  • Letter of Approval on the Plan for the Use of Foreign Workers (RPTKA)
  • Evidence of Registration of BPJS Employment and BPJS Health Membership.
  • Notification of eligibility to obtain fiscal facilities and/or
  • Business licenses, for example for business licenses in the trade sector (trade business licenses (SIUP)).

Steps to obtain NIB

  • Log-in on the OSS system
  • Fill in the data needed, such as: company data, shareholders, capital ownership, investment value and planned use of labor, including foreign workers. If the business actor uses foreign workers, the business actor agrees to the statement of appointment of the accompanying workforce and will provide education and training or with an output statement.
  • Fill in the information on business fields that are in accordance with the 5-digit Classification of Indonesian Standard Fields of Business (KBLI), in addition to information on KBLI 2 digits already available from AHU. The business actor must also enter information on the description of the business field.
  • Provide a checklist as proof of agreement regarding the truth and validity of the data entered (disclaimer).
  • Obtain NIB and other registration documents.

Note

Error filling data. Business actors can change data through a menu of data changes in the OSS, as long as the data is not a component of data listed in the company's articles of association. Changes to this data can be done after the steps to complete the registration form on the OSS are complete.

All licenses that have been issued by the OSS will only be activated and become effective after the license commitment has been fulfilled and payment of licensing fees such as PNBP, retribution or other according to applicable regulations.
